The Green Municipalities Program: Para, Brazil

To address high deforestation rates in Para, Brazil, the government of Para set up the Programa Municipios Verdes (PMV; Green Municipalities Program), one of the largest environmental multistakeholder forums in Brazil. This factsheet assesses the efficacy of this multistakeholder collaboration, analyses its ability to address inequity and provides recommendations to inform similar initiatives in the future.

The overall goals of the PMV were to reduce deforestation by 80% by 2020, increase the number of rural property registries in the Rural Environmental Registry (CAR), remove the municipalities from Para from the Brazilian Ministry of the Environment’s (MMA) deforestation list and to decentralize enforcement mechanisms to the municipal level and engage municipalities in the PMV.
